This article analizes the negative effects that poverty has in building the citizenship in general terms and specifically in Mexico. It developes the concept of citizenship taking into account differents dimensions: social, political and cultural. Critizes of extreme positions of the social public policies against poverty and enphazises the need of a new difinition of politics, one from the disensus that articulate the excluded in the fight of building a new civil society and citizenship in our country.
