The actual democracy is insufficient to express the concern and asoirations of society and solve its difficulties. The democratic values generally allowed by the popular sovereignty as the base for the risisng and conformation of the legal authorities, affective vote, electoral neatness, option in the power, political plurality and ideologies, State of right, and human rights, are anadequate to express the interests and desires of a complex and variant society.
