Parliamentary discipline is considered one of the major elements for the construction of a functional democratic representative system. Nonetheless it can also become and obstacle for this goal if the interests of political parties supersede the citizens' interests. The development of this dilemma is in great part determined by the institutional framework adopted by each parliamentary group in order to guarantee the loyalty of its members. This essay studies the effects of party discipline over parliamentary representations in the Mexican Congress. The question to be explored in detail is how effective the rules and regulations of the three major political forces in the LVIII Legislature are, in guaranteeing a democratic representation?
