This work seeks to contribute to a reflection upon the involvement of Mexico City residents coming from various socioeconomic sectors in the ways of "developing a city" through their acceptance or rejection of urban development policies that may result in major physical, residential, and socio-demographical changes, and impact the way of life of the residents. This is the case of the redensification of the central part of the city (Edict 2); the results of a review of 49 complaints filed before the Territorial Arrangement and Environmental Protection Office by residents that were against 142 building projects in various areas in the Federal District of Mexico. This is an analysis of the contents of the documents included in the file with the aim of justifying the complaints. These documents - delivered to Territorial Arrangement and Environmental Protection Office between 2002 and 2005, show in first place, the representations that those citizens have made of this urban policy in particular and the type of city that they want; second, the strategies used by different social sectors to oppose an urban project affecting their environment, immediate wellbeing and patrimony.
