Performance measurement is a necessary condition for the continuous improvement of police forces. Despite the above, there is little research in Mexico on police performance and a lack of consensus on a metric for its calculation. The present paper argues the degree of compliance with four of the constitutional obligations of the police, embodied in article 21 of the Mexican Constitution (legality, objectivity, professionalism and honesty) as a central element within a relevant evaluation of police performance and implementation. A correlation analysis was carried out between performance and degree of compliance of the dimensions described above for the case of the state police of Michoacán. The results shows that honesty and legality present the greatest coincidence with the performance indicator. These results support the development of a normative perspective of police performance measurement that incorporates both the degree of compliance of the police with the constitutional obligations established in article 21 of the Constitution and the perception of the officers in the fulfillment of their legal duties.
