Abstract

This paper develops the core assumptions related to the characteristics that need to be taken into account when designing policies for science, technology and innovation based on qualitative research. It thus analyzes, first, key aspects of public policies in general, as well as those designed specifically to promote science, technology and innovation, and, second, the main elements and methods of qualitative research. This approach provides the basis for structuring a proposal that examines different ways of identifying, interpreting and presenting the design elements of these policies and the tools required to do so, while cognizant of the fact that such policies have individual and generalizable aspects that policy-makers must consider.
