The purpose of this paper is to examine one of the strategies developed by civil groups before the problem of the persons' disappearance in Mexico: the tables of follow-up of cases with governmental authorities, in Coahuila, Nuevo León and Veracruz, in order to check his potential in triggering the account exigency and to force the access to the justice refused by the systemic impunity. The analysis of these three cases shows that, in some circumstances, the strategy is effective to open the doors of the administration of justice to the relatives of the victims and to monitor the work of investigation; but if access to justice is meant to find the missing persons, the results remain scarce.
