This article presents a proposal of a theoretical and methodological approach to analyze scenes in which governmental decisions about policies or strategies of public intervention take place facing tensions with those dispositions and preferences from populations. We describe a set of tools that let us understand the characteristics of struggling relations that underlie a certain public decisions in a given moment, opening, therefore, the possibility of giving new riverbeds to the contemporary sociopolitical analysis of public policies. Inside this frame, our methodological approach was designed close to the conflicts concerning the installation or continuity of metal mining exploitation projects in the province of Cordoba and the province of La Rioja, Argentina. There, organizations of settlers and neighbors rose in tension with governmental decisions to authorize, to foment or put limits to the exploration or exploitation from those big metal mining companies. With a permanent dialog with our empirical case, we turn to the analysis of social networks (ARS), in its qualitative variant, as an important tool to exercise an operacionalization of our principal conceptual definitions. In sum, we offer a synchronous analysis that reconstructs this particular moment around a definition and implementation of a public policy in which actors and their interests are constructed, activated and disputed as well as their relative positions, links and intervention strategies. On that exercise we propose to open a discussion about, especially regards its relevancy, intern coherence and usefulness for empirical analysis.
