The sugar industry in Veracruz participates with 40% of the national production of sucrose and integrates agricultural activities of growing, harvesting and transportation of sugarcane with production in sugar mills. However, it has challenges related to low productivity and socio-economic aspects that are a risk to food security and the agro industrial conversion. The goal of this study is to evaluate the capacity and strategies of conversion of the sugar industry in Veracruz by analyzing the productivity of agro-industrial chain in the national context using several approaches such as weighting matrix productivity for sugar mills, sugarcane crops fields and municipalities, agro-ecological zoning and competitiveness diamond. The results show that 40 % of the sugar mills have indicators above the national average. The sugarcane supply zones have a whole 12 % lower productivity in relation to agro-ecological potential, although in Veracruz 57.5 % have medium-high Edaphoclimatic aptitude for sugacane and 30 municipalities (33.7 %) have resources and capabilities to conversion. It's concluded that the actions and strategies to increase the productivity for bioenergy and food in Veracruz should be approached from an interdisciplinary perspective as an interface between performance optimization, ecology, technical and socioeconomic constraints and human nutrition as a matter of efficiency of available resources.
