Abstract

This article considers visa policies, from the perspective of a security apparatus, as a paradigmatic case of control over the population. Visa policies constitute a kind of technology of power at a distance, based on the logic of risk, as well as on racism. These policies exhibit an articulation between what Michel Foucault called the antique sovereignty model and the actual governmental model, and allow us to conceive the differential management of power. The notions of border, risk and racism acquire special characterization in this case.
