The paper analyses how the Constitution of 1917, article 123, fraction XXIX, as well as the corresponding regulations define the foundations of the Mexican social security model, based on labor rights but different from social and universal entitlements. It also states the hypothesis that such labor model facilitates and preempts pension reforms undertaken recently in Mexico on the most important social security institutions, IMSS and ISSSTE.
