PENA MEDINA, Sergio. Regímenes de planificación transfronteriza: México-Estados Unidos. Región y sociedad [online]. 2011, vol.23, n.50, pp.115-151. ISSN 2448-4849.

This article offers a theoretical conceptual framework for studying transborder planning on the US.-México border from a regime perspective. Three types of regimes are identified: those focused on the management of shared natural resources, others focused on the supply of public goods, and risk management regimes. The central argument revolves around the ability of both countries to develop an institutional capacity for transborder planning. The article studies the way planning practices, actors, and the agenda have evolved to bring about transborder planning regimes which operate simultaneously.
