The effectiveness of evaluation is on the extent is used to guide public decisions for improving public programs and for legislative actions at Congress. Therefore, this study aims to find out the use of evaluative evidence at the mexican Congress, through a qualitative analysis of health sector programs’ evaluations, a review of the legislative work and interviews of Congress people and staff at the legislative branch during 2007-2018. The main findings point to the limited use of evaluation due to its political role and other institutional factors. Finally, some proposals to enable the use of evaluative evidence in legislative agenda are offered.
