We have grown at a rate of 2.3% for 30 years; we need to do it at 4%, and then at 6%. To achieve that, a change of industrial development policy is to be made, one that stimulates jobs, internal market, exports, and our underdeveloped south, conserves energy, and impulses sustainable development, education, training, research and patents. More public investment is needed, as well as private and foreign, with technologic innovation and better services, as in the emergent countries of Asia. As our industrial history shows from 1950.
