Foreign firms determine unilaterally their localization in NAFTA area disregarding government interests and those of the population involved. Particularly in the case of Mexico, this undermines government regulation capacity and negotiations powers, which has provoked conflicts with firms that seek indemnity through the NAFTA Chapter XI mechanisms.
