Abstract

This article seeks to analyze the conditions of the end of the Partido Revolucionario Institucional hegemony in the government of the State of Veracruz from the perspective of the dynamics of the state political elite, restricting itself to the composition of the cabinet of Javier Duarte Ochoa (2010-2016). For this, we rely on the theoretical-methodological framework of political recruitment. Thus, it is possible to account for the trajectories, characteristics and behaviors of the individuals and the factions that made up the Partido Revolucionario Institucional elite, as well as their internal relations, problematizing the relationship between state and national politics, responding to the lack of studies on regional political elites in Mexico. The main thesis of this work consists in rejecting the binary opposition between continuity and change to involve them together in the crisis of hegemony that led to the end of the Partido Revolucionario Institucional monopoly in the state government, which included the opposition that benefited from it.
