This article explores the transition of the Mexican corporative welfare model to the administrative bureaucratic system, which laid the foundation for the modernization of the great national institutions of health and assistance in Mexico during the 20th century. It studies the complex adequacy framework between public administration and the laws aimed at increasing social spending. It also examines the administrative history of welfare by analyzing the revenue and expenditure of the municipal welfare sector, cross-referencing them with the federal social budget, which is an unexplored issue in historiography.
