Abstract

Since the 1990s, the Mexican Constitution has created many autonomous public bodies to perform important government functions. However, the Constitution does not establish how these bodies are created, nor their characteristics and does not clarify their position within the institutional structure of the Mexican government. Therefore, the outlook of these autonomous bodies is not homogeneous. There are important differences between them and the relationship between each autonomous body and other institutions of government depending on each case. This paper presents a comprehensive analysis of autonomous bodies, in order to establish their institutional position within the government, their relations with other public authorities and, their weaknesses and opportunities.
