Abstract

ABREU SACRAMENTO, José Pablo. El control parlamentario a través de las comisiones de investigación. Cuest. Const. [online]. 2008, n.18, pp.3-38. ISSN 1405-9193.

This collaboration tackles parliamentary control as one of the political controls held by legislative powers, specifically addressing one of its modalities, which is realized through select committees or comittees of enquiry. These parliamentary committees have not been studied extensively within Mexican law, perhaps due to their limited legislative development, or perhaps their apparent lack of importance following their incorporation into the Mexican Constitutionin 1977. The reality is that in recent years, with the consolidation of the political map containing three principal political forces in the Mexican Congress, these commit ees have acquired much more relevance within the institutional bodies of the nation, making a thorough and complete study of their values and problems indispensable. It is crucial to analyze controversies regarding the division of power, as well as political minorities and human rights guarantees, and to follow the examples made by other nations, incorporating the positive aspects of their system into our own, while avoiding the lack of accuracy that can denature their primary goal: parliamentary control.

Keywords : investigation commissions; parliamentary control; parliamentary minorities and opposition; special powers; diffuse responsibility.
