Abstract

LEAL, Gustavo  and  MARTINEZ, Carolina. Tres momentos en la política de salud y seguridad social en México. Pap. poblac [online]. 2002, vol.8, n.34, pp.107-133. ISSN 2448-7147.

The present paper analyzes Mexico's health and social security system in three periods of time -covering the last 20 years. Our objective is to show the gone opportunities of adjustment, to try to comprehend the direction of the current health policies, and to discuss the possible damaging consequences of these policies to the Mexican population. The first period analyzed is the largest and covers from the end of the 1980s to July 2, 2000. It is represented as the tip of the was arch in which the structure and general state of the health and social security system deteriorated. The second period of time, somewhere at the end of the XX century is a stopping point to discuss the devastating effects of 18 years of health reforms, from the peculiar standpoint of the World Bank. The third moment in time is a prognosis about the outcome of the current health policies. This article concludes with a discussion of the consequences of leaving Mexico's health system run astride.
