Abstract

The objective of this work is to analyze the construction of municipal fiscalities from the first budgets made by the rural municipalities in the Estado de Buenos Aires. We argued that, in the context of the extensive implementation of the municipal regime in the countryside, the policy of the budgets constituted an attempt to attain fiscal ordering and reinforcement of political relations between different actors in the Buenos Aires State, separated from the Argentine Confederation. The process of budget elaboration has been reconstructed through the analysis of the perspectives of the government ministers, the Cámara de Representantes and the members of rural municipalities.
