This document considers that the analysis of natural resources management decentralization may be more fruitful if the links organizations develop in different governmental levels are recognized. Decentralization policies have been evaluated following the conventional trend of focusing in the behavior of individual organizations. This point of view, however, is not the most appropriate, particularly for developing countries, where the organizations showing enough human and physical capital of their own are few. Based on the contributions of the collective action theory, we suggest an institutional perspective to study the decentralized management of natural resources. This perspective is used to evaluate a preliminary hypothesis that the greatest interinstitutional links have better results in municipal governments. The empirical analysis, drawing on data from the Bolivian forest sector, allows to building a working hypothesis to be analyzed in future studies, suggesting that the interaction degree between key actors from the management system helps explaining why some local governments are more effective than others in provision and production of collective services in the forest sector.
