Abstract

The note develops a theoretical exploration on the meaning and reach of the constitutional reforms approved by the Mexican Congress in June 2011. If taken seriously, the authors' contend, these reforms mark out the beginning of another transition, since they turn fundamental rights into a supra-ordained framework to be observed by ordinary laws and in the whole system of operation of the Mexican state.
