The aim of this paper is to analyze the perceptions of civil society organizations (CSO) about their interactions with municipalities in the design, implementation and evaluation of social policies. The first section deals with the theoretical and contextual dimensions of the relationship between the third sector and the government. The second part describes the legal framework for the operation of CSO in the local context. In the third, we analyze a survey designed from the dimensions raised. Finally, some conclusions and questions are formulated for future research.
