The intention of this paper is to build a methodological route for the study and analysis of the institutional capacity. To understand the institutional capacity is important to explore the following questions: by whom it is exercised?, how does it express?, where is it exercised?, which is the importance of the social actors in the above mentioned capacity?, and what role does it plays the institutional capacity in the public action?
