The New Institutional Economics has constituted a new approach in the economic theory of institutions. This theoretical framework has implied the return of institutions to the mainstream agenda in economics. This article is an approach to the making of an institutional economic theory of the Spanish economic policy. The theoretical foundations of this paper are those from the New Institutional Economics, which improve the pre-coasean neoclassical economic theory. The relationships among institutions, policy-making and economic development are in the centre of this promising research program in social sciences.
