Abstract

The present study intents to analyse the question of the power territorial division in Brazil. The central theme of the proposed investigation is the binomial centralization-decentralization that is present into different Brazilian Constitutions and the derived territorial practices established by the constitutional rules. Based on the conception that the Constitution reflects the arrangement of the powers on the space, is used here the supposition that the different Brazilian Constitutions establish different possibilities of territorial cut to action. The division of the tributary capitals is considered as an important element to the comprehension of relations between different spheres of public power. It happens because the tributary capitals division act as base of the federative structure and consist of generating factors of bigger part of the discords between federal, state and municipal governments in the Brazilian republican political system.
