Abstract

This paper shows the results of a research in the public policy process of gender mainstreaming in Mexico during the pan presidential terms (2000-2012), through two dimensions: as a system of institutionalized rules and a structure of meaning. It analyzes the link between these public policy issues of sexual and reproductive rights and abortion, through the eye of the new sociological institutionalism and the divergent meanings that rights and feminists groups have legitimized to build two different public policies.
