The field of information access is multifaceted; so too is the question of governmental information. As such, this paper reflects on how information access is conceptualized and ultimately crystallized. The term "governmental information" currently includes something broader than was the case as recently as 1988 to 1999. Consequently, it is a concept that needs to be understood in the light of the latest trends. In this context, policies for governmental information access must weigh both human rights and the interests of the state, a situation that implies challenges on numerous fronts.
