Abstract

After Independence, the Mexican State delegated support for schools to municipal governments (ayuntamientos) assigning them the responsibility to administrate direct contributions for their maintenance. This article examines this relationship through an analysis of events in the Valley of Toluca. In addition to analyzing the double challenge of setting up two systems -one educational, the other fiscal- the tense relations that developed among different localities are delineated.
