Abstract

The aim of the paper is to analyze the guidelines of transparency in contracts under Mexican energy reform, specifying the existence of a distinctive patron in a government matter that should be governed by an abstract, general and impersonal approach to the rule of law and no a specific treatment which questions the universal validity of transparency.
