A historical review on the origin of civil and political rigths in the formation of citizenship in Mexico, as a result of the development of external and internal conditions: the former, representad by the liberal thought that had encouraged the formation and consolidation of the modern national states of France, Northamerica and -though in slighter degree- Spain; the latter, represented by the interest of the "criollos" - a second class social group- and their increasing to rise from the category of subordinated to that of equality which citizenship grants. In such process, a religion-free society was set as a requirement sine qua non to make those rights legal and prompt, even though they were attainable only by an ilustrated minory for which education and property were determinant. This represented a significant process of what would later be citizenship.
