From the theoretical analysis of two agents -structural agents as welI as those which are affected by the current circumstances- that studies the electoral results, the author inclines for the structural agents that refer to the social conditions, and the facts that permit the winning and the permanence of a political party due to constitution on its social base. He realizes his own data base beginning from the references of INEGI and IFE, which permits to make a comparison between similar elections. Because he studies the facts and not the individuals, the author stops to examine the basic organization of the society: the municipalities, from there that he can deduce which ones are the variables that permit the permanence or the erosion of a political party especialIy the strongest ones of the country: PAN, PRI and PRD.
