Abstract

The author proposes the "minimum" constitutional reform in order to achieve the effective application of human rights in Mexico. He states that albeit constitutional article 133 provides that treaties are a part of the Supreme Law of the Land, and thus the incorporation of human rights would not be required, he proposes to include one short phrase in two constitutional articles to expressly incorporate into the constitution human rights recognized in treaties ratified by Mexico and provide jurisdiction to Mexican courts on the matter.
