Abstract

Although there is a consensus at the conceptual level regarding the importance of local development and its key elements, such as potentiation of local capacities and participation, there is no consensus about how to make this happen. One of the more recent proposals is network local development, which fosters collaboration of government agencies with actors in the territory; its validity depends on identifying determinant factors to achieve local development and incorporate the lessons that arise from experiences in its application. In this study, the objective was to identify the determinant factors for network local development, for which a study case of local development in the Chiapas Highlands was analyzed, where the analysis axes used were those specified by the European LEADER initiative. Results show that the most important success factors in the case studied were the creation of a local action group and financial decentralization, since they both determined the reach of other secondary factors. The integral and multi-sectorial integral approach of development actions is one of the most interesting areas of opportunity in the case studied.
