As we already pointed out, when taking a look at the empirical data that has been published, we cannot be sure which one of the hypotheses, media malaise or mobilization, is correct. In other words, we cannot be sure whether the relationship between exposure to the Internet is positive or negative, and —because there is not much comparable research— whether the direction of relationship is the same in all 20 countries.
