There is a right embedded in the formation of clinical records, which is to make available to people all the health information they consider necessary for the best decision-making in relation to their health status. For example, it allows patients to request a second opinion on a diagnosis or treatment, or to complement their data at a second health institution. In these lines, the rights to health and information will be conceptually addressed, and their interdependence that results in the right to health information in its aspects of general and very personal interest. The methodology developed was qualitative in nature, in the descriptive field, for the conceptualizations of human rights, the general observations of the Human Rights Committees and the Economic, Social and Cultural Rights Committees were taken as a source. Finally, we review Mexican regulations to analyze the scope, in Mexico, of this right through clinical records.
