This paper analyzes the level of institutional articulation and assimilation in terms of transparency in government organizations in Mexico, using validation criteria that allow identifying the level of understanding of public management processes related to transparency in institutions. A qualitative analysis is carried out to develop traffic light indicators that show the institutional permeability and the degree of application of the new public management model in different public organizations in Mexico. The results indicate that the implementation of transparency is still not coincident in terms of the design and regulatory framework of transparency processes. The level of institutional permeability shows limited progress to socialize and make public resources transparent, which allow society to be empowered to new interaction relationships with government management.
