This paper proposes to examine the quality of democracy from four dimensions related to the improvement of functions in democracy using governance as an analytical frame. The objective is to create an indicator to analyze Fundar’s contribution to the quality of democracy after its collaboration in the advocacy of transparency; the main contribution is the explanation of the dimensions that apply to Fundar’s collaboration in transparency and a collaboration scale that measures their contribution to the quality of democracy. It is concluded that the role of Fundar in promoting transparency contributes to increasing the quality of democracy in Mexico at a medium level.
