JASSO LOPEZ, Lucía Carmina. Sousveillance, surveilling the surveillers: transparency and accountability on public surveillance technologies in Mexico. Estud. derecho inf. [online]. 2023, n.15, pp.31-53. Epub 08-Nov-2024. ISSN 2594-0082. https://doi.org/10.22201/iij.25940082e.2023.15.17470.
This article aims to analyze the transparency and accountability of public surveillance technologies installed and managed by local and federal governments in Mexico. Based on the qualitative analysis, the transparency expectations that citizens have expressed through requests in the Information Access System and that can be consulted in the Plataforma Nacional de Transparencia are studied. In total, 2,264 applications were systematized and analyzed, which were registered from 2008 to 2021. These expectations of citizen transparency are contrasted with the public information available on the portals of public institutions, to test the research hypothesis that supports that there is a gap between the social needs for transparency in the matter and the accountability of the authorities that exercise surveillance with the use of technologies, and that this also does not respond to the fundamental rights that are potentially violated with this type of device.
