The objective of the research is to analyze the results of the Learning at Home strategy through the educational policy guidelines analysis and the perceptions of the teaching groups held at the beginning of the 2020-2021 school year. The qualitative methodological strategy from March 2020 to August 2021 was divided into two phases: first, a normative documentary analysis was carried out, and then, the analysis of the teachers' perceptions was carried out from the kindergarten, primary, and secondary basic education extraordinary School Technical Councils follow-up reports made in the State of Tlaxcala, Mexico. The results show that at the beginning of the contingency, decisions with little support prevailed. There were uncertainty and a lack of instruments and skills. Later on, training and adaptation processes were implemented to face these work dynamics. There were some gaps in educational inequality. It is concluded that decision-making has been based on three priority aspects: prevention measures to mitigate the spread of Covid-19; ICT teacher training; and the implementation of educational support materials to develop the teaching work.
