The objective of this study is to explain the digital divide in Mexico from an endowment perspective of ICT capital, at the household or individual level. For this purpose, ICT intensity indices are constructed and non-linear probability models are estimated based on microdata from a national telecommunications survey, for the year 2016. In addition to the educational level, age group, household size, personal or aggregated income and urbanization, results indicate that the provision of telecommunications capital is crucial. Despite its representativeness at the national and state levels, they are necessary disaggregated studies, focused on the direct effects of Internet access and use in the economy and society. The makers of public telecommunications policy should consider micro, regional and subnational realities, to achieve the objectives in the mass use and exploitation of ICT and to obtain their potential economic and social benefits.
