The importance of the capital goods producing sector is analyzed in two economies with different levels of economic development, Germany, and Mexico, during the years 2005 and 2015. The methodology of vertically integrated sectors is used in order to determine the innovative effort that is incorporated directly and indirectly in each sector, which allows us to identify three elements that could be the cause of the backwardness of the Mexican economy compared to the German: firstly, the Mexican economy is characterized by its low innovative capacity, reflecting a poor effort seen as R&D expenditure; second, absence of a capital goods producing sector with important connections with the productive structure and, third, lack of an industrial policy that promotes and encourages innovative efforts, which is aggravated within the current context of accelerated technological change worldwide.
