Citizen participation has been addressed from various disciplines (sociology, political science, anthropology, law, economics, etc.) and theoretical approaches: classical theories, administrative theories, systems theories, theories of democracy, theories of the State, postmodernism, complexity theories, among others. Citizen participation is a valuable mechanism for the construction and consolidation of modern democracies, because it includes government institutions, political parties, citizens and other actors of civil society. For this reason, both the federal public administration of Mexico, as well as its state governments, have promoted legislation to regulate citizen participation in decision- making in public affairs. However, civil society’s participation in public affairs is still low, even when there are legal mechanisms to influence public affairs. The purpose of this work was to review and analyze the legal framework of the Mexican states, which supports citizen participation in civil society, in order to have a general overview of the different mechanisms that society can use in socio-political and economic affairs in Mexico. The study also determines the states with the greatest progress in legal openness so that citizens can influence public affairs.
