This article establishes the legal challenges of digital transformation in free zones in Colombia, with special attention to process administration, regarding the creation of a computer tool for the Santander Free Zone. Digital transformation is defined as a process of adaptation of organizations to digital trends, which begins with the digitalization of processes and can end in the modification of their value offer. Free zones are defined as private organizations with public functions and with multiple legal obligations in favor of the government and private organizations. The article presents a descriptive research, based on the review of literature on digital transformation and on technology and law; and on the applicable regulations. This article finds that free zones in Colombia are strictly regulated by law; that have a special nature and characteristics; and that fulfill public obligations to promote the economy, promote regional development and customs and tax management, with the intervention of different actors with specific interests. These circumstances condition the digital transformation of free zones. It is concluded that the first step of the digital transformation of free zones is the digitalization of the multiple public and private administrative processes under their responsibility.
