The present study includes a brief vision of what could be the application of the second electoral round based on a political culture based on the legitimacy of the results and citizen participation, for which the municipal elections are taken as a hypothetical exercise. of the electoral process 2018 and 2021, in the state of Guanajuato, allowing to reflect on the possibilities that said figure would contribute, as well as the direct relationship between voters, political parties as well as the challenges and needs that the national electoral system demands today.
