This article presents a comparative approach to the conception of science & technology in the Chinese and Mexican public service and its applications in the design and management of scientific policies. The data were obtained through interviews to submit them to the technique of semantic networks. The data analysis shows that Chinese personnel privilege behaviors linked to the semantic field of cognitive attachment. In contrast, Mexican personnel weigh, in first place, the field of individual profile. The role of ex post training in both government structures is the aspect that promotes these differences between public servants and the impacts on the configuration of the policies they carry out.
