The starting point of this study is the recognition of the extent and depth of the safety crisis that Mexico has been facing for many years, through the exploration of the failure of the public policies that have been implemented to deal with the crisis. The most frequent conceptions used to diagnose governmental action against violence in Mexico and in Latin America are exposed and the most outstanding elements needed for the construction of a comprehensive vision of the problem are highlighted. The systemic approach to violence proposed by Johan Galtung is adopted for its integral and structural character and because it offers important elements for the diagnosis of the conditions of violence, as well as for the management of social efforts towards the construction of peace. As a final point, it is suggested that the conception of peace and security as common goods provides elements of comprehension relating to the need for civil participation and the reformulation of the relationships between the State and society; the notion that the construction of conditions of peace must necessarily be considered as a condition that exceeds the mere apparent absence of conflicts participation is also revealed.
