Eleven have been the constitutional reforms in educational matters formalized at the constitutional level in educational matters since the approval of our Magna Carta by the Constituent Congress of 1917, of which six have been carried out in this century. This means that for 83 years, the third article was modified five times, and in just twenty years of this century six reforms. In the midst of this process of positive law, we maintain that in the concrete of the classroom, the teacher is the main actor that reforms the reforms. Hence, the urgent need for training by the educational authority so that the principles, postulates, scope, and methodologies can permeate the teaching task.
