Abstract

I analyze the opportunities and challenges faced by the indigenous municipality of Oxchuc (Chiapas, Mexico) regarding the recently introduced electoral regime of ‘Usos y Costumbres,’ legally and electorally called “Internal Normative Systems” (SNI). Oxchuc was the first to implement it in the State of Chiapas, for the election of its municipal authorities. Drawing upon the concept of Political Culture, I reflect on the political institutions of the municipality that contribute to the development of this project and, at the same time, those that obstruct and/ or challenge its continuity. To do so, I conduct a detailed examination of the guidelines that regulated the elections of municipal authorities in 2019 and 2021 in Oxchuc, under its new electoral regime of ‘Usos y Costumbres,’ officially known as “Internal Normative Systems” (SNI). I conclude that the emerging regime in this demarcation must overcome significant technical aspects in terms of its own electoral procedures and, simultaneously, address political aspects to achieve a unique interrelation, in line with the socio-territorial and political complexity of the municipality.
